Governor Bali Supports the Implementation of Non-Cash Payment Expansion

Governor Bali Wayan Koster paid serious attention to efforts to accelerate and expand the implementation of non-cash transactions to optimize regional financial management. This was revealed when Governor Koster opened the National Coordination Meeting on the Implementation and Evaluation of Non-Cash Payments from Local Governments throughout Indonesia at the Prama Hotel, Sanur, Thursday (7 November 2019).

According to Governor Koster, the Provincial Government (Pemprov) of Bali since 1 January 2018 has gradually carried out the implementation of non-cash transactions in the management of regional finances. Considering this is in accordance with Government Regulation No. 12 of 2019 concerning Regional Financial Management and Presidential Instruction No. 10 of 2016 concerning Actions to Prevent and Eradicate Corruption in 2016 and 2017.

"The implementation of the non-cash transaction shows that the Province of Bali seriously supports electronification. One of them is to realize the vision of Nangun Sat Kerthi Loka Bali through the Pattern of Universe Development Planning towards a New Era of Bali, among which the goal is to create a system of local governance that is effective, efficient, open, transparent, accountable and clean. As well as increasing integrated, public servants that are fast, certain and inexpensive, ” Governor Koster said.

He added, the application of technology included in financial transactions at this time had become an urgent need. According to him, non-cash transactions are needed in Bali because one of the potential revenues in the district / city comes from hotel and restaurant taxes.

He observed the recent symptoms the number of tourists visiting Bali tends to increase, but in terms of income it actually decreases. "So something must be wrong. Only at what point did we go wrong. One of the factors to optimize is by applying technology like this so that the transactions are carried out non-cash, "Koster said. Therefore he warmly welcomed and supported this non-cash program.

Then he said that the Provincial Government of Bali appreciated Bank Indonesia and the Bali Regional Development Bank (BPD) which had been supporting and facilitating to ensure that the implementation of no cash transactions in regional financial management could run smoothly.

Furthermore, he also hopes that the coordination and synergy that has been established between the Ministry of Home Affairs (Ministry of Home Affairs), Bank Indonesia, Regional Development Banks (BPD) and regional governments, can be maintained and continuously improved so that the acceleration and expansion of the implementation of non-cash transactions, especially in the management of regional finances can run in accordance with the goals and expectations.

On that occasion, Governor Bali Wayan Koster directly conducted transactions with the QRIS payment system developed by Bank Indonesia. With this system, payment is made easier by simply scanning the QR code through the application on a smart phone.

According to the Executive Director of the BI Payment System Policy Department, Pungky Purnomo Wibowo, this system will be applied in various lines, including for hotel and restaurant taxes. "At least it's all recorded. In terms of infrastructure it is also very cheap, "he said.
