The Governor of Bali Wayan Koster signed two Governor Regulations, each Governor Regulation number 45 of 2019 concerning Bali Clean Energy and Governor Regulation number 48 of 2019 concerning the Use of Battery-Based Electric Motorized Vehicles.

The signing of the two Governor Regulations took place at the Gajah Building, Bali Governor's Office Jayasabha, Denpasar on Tuesday (12 November 2019).

Governor Koster said the two Governor Regulations are a concrete manifestation of the seriousness of the Bali Provincial Government in implementing the vision of "Nangun Sat Kerthi Loka Bali" through the Pattern of Universe Planning for a New Era of Bali. Which contains the meaning of "Maintaining the Purity and Harmony of Bali's Nature and Its Contents, To Achieve a Prosperous and Happy Balinese Krama Life, Sakala-Noisk Towards the Life of Bali's Krama and Gumi in Accordance with Bung Karno's Trisakti Principles. Political Sovereignty, Economic Self-Reliance, and Personality in Culture through Development in a Patterned, Comprehensive, Planned, Targeted, and Integrated Way in the Frame of the Unitary State of the Republic of Indonesia Based on Pancasila Values ​​June 1, 1945. "These two Governor Regulations will accelerate our joint efforts. to protect and improve the natural environment of Bali and all its contents, " Governor Koster explained.

Governor Koster added, Governor Regulation Number 45 About Bali Clean Energy consists of 11 Chapters and 33 Articles with the main spirit is ensuring the fulfillment of all energy needs in Bali in an independent, environmentally friendly, sustainable, and just manner by using Clean Energy. "The supply, utilization and development of Clean Energy will focus on Renewable Energy Sources, including Renewable Energy Sources which are Sunlight, Hydropower, Wind, Geothermal, Biomass, Biogas, Garbage in the City / Village, Movement and Differences in Sea Layer Temperature and Liquid Biofuels, " Governor  Koster said.

He said, this Governor Regulation also regulates the development of Green Buildings, buildings that have a balance between the energy produced and the energy used (zero energy building). Green buildings to be developed are those that have a tropical character and are in accordance with traditional Balinese architecture. In addition, the design or layout of buildings that utilize sunlight optimally; the use of environmentally friendly building materials, electricity and transportation in buildings that save electricity; PLTS (Solar Power Generation) system roof and / or other utilization of solar technology; water resource efficiency includes: fulfillment of water sources, water usage, waste water recycling and use of water-efficient sanitary equipment; and processing waste and wastewater in accordance with procedures.

Governor Koster stressed that the Green Building Development will target Central and Regional Government Buildings, as well as Commercial, Industrial, Social and Household Buildings with a floor area of ​​more than 500 square meters. "The installation of PLTS Roofs and / or other uses of solar technology in these buildings is carried out on various deadlines, from 2021 to 2024," Governor Koster added.

As for industrial, commercial, and mall buildings with a floor area of ​​more than 1,000 (one thousand) square meters; resort buildings with land area of ​​more than 3,000 (three thousand) square meters and 4 (four) star hotel buildings and above that use electricity sourced from Clean Energy proportionally obtain special electricity tariffs / green tariffs from Electricity Business Actors.

"Electricity Business Actors must convert coal and or fuel oil power plants to Clean Energy power plants. The conversion is carried out within the period agreed by the Electricity Business Actor with the Regional Government and or at the latest according to the economic life of the plant, "Governor Koster explained.

Meanwhile Governor Regulation Number 48 of 2019 concerning Use of Battery-Based Electric Motor Vehicles (KBL) consists of 17 Chapters and 25 articles.

According to Governor Koster, the policy to accelerate the use of Battery-Based KBL is aimed at preserving Bali's natural environment and minimizing damage to cultural heritage sites and religious sacred buildings in Bali, supporting the Government's program for energy efficiency and pollution reduction in transportation, and encouraging the readiness of electric vehicle infrastructure in Bali to accelerate the transition from fossil-fueled vehicles to KBL Battery-Based.

Governor Koster emphasized that the strategy to accelerate the use of KBL Battery-based is done through the obligation to use KBL Battery-Based on government agencies, regional management authorities, BUMN / BUMD, and companies engaged in public transportation on stages. "The obligation for the KBL Battery Based industry and its supporting efforts to use local content, the provision of incentives for owners and / or users of the KBL Battery Based, providing incentives for industries located in the area to produce / assemble KBLs Battery Based and their supporting businesses, "Governor Koster explained.

To control the use of fossil fuel vehicles gradually in accordance with needs, the readiness of facilities and infrastructure in accordance with the provisions of the legislation. In the future, a committee to accelerate the use of KBL Battery-based will be formed, as well as the determination of the zone of using Battery-Based KBL in the main tourist destinations.
