The commitment and concern of Governor Bali Wayan Koster towards strengthening the Indigenous Village in Bali is not only limited to discourse. This is evidenced by the budget allocation for custom villages in 2020 of Rp 447.9 billion.

This was revealed in the grand gathering of custom villages in Bali, which was held at the Hall of Samuhan Tiga Temple, Bedulu Custom Village, Blahbatuh District, Gianyar Regency, Bali, Monday ( November 25, 2019).

The Governor of Bali, Wayan Koster, said that in the Bali Province Regional Planning Budget in 2020, a budget of Rp 300 million was allocated for each custom village. "So the total budget of the customary village is Rp 447.9 billion for 1,493 custom villages in Bali," Governor Koste explained.

It was said, the allocation of the custom village budget was one of the programs to strengthen the custom village based on the issuance of the Bali Province Regional Regulation (Perda) number 4 of 2019 concerning custom villages in Bali. Bali Regional Regulation number 4 of 2019 concerning custom villages aims to strengthen the position, duties, authority of custom villages, to thoroughly regulate various aspects related to traditional villages and to emphasize and develop padruwen and utsaha custom villages. "Utsaha Adat Village consists of Labda Pacingkreman Desa (LPD) Adat and Baga Utsaha Padruwen Adat Village (BUPDA)," Governor Koster explained. In Bali Province Regulation number 4 of 2019 also regulates the income and expenditure budget of customary villages and customary village finances.

Governor Koster further explained that his party also issued Regulation of the Governor of Bali number 34 of 2019 concerning financial management of customary villages in Bali. In this regulation it aims to regulate, clarify and reinforce customary village income and expenditure budgets. The Indigenous Village Revenue Budget is sourced from customary illage Original Income, Indigenous Village Fund Allocation from the Provincial Government of Bali, Financial Assistance from the Central Government and Regency / City Government, Contribution of Punia Funds Adat Village Village Budget consists of: Routine Expenditures and Program Expenditures

"The budget for the Desa Adat is transferred directly to the Desa Adat account, no longer using the Special Financial Assistance (BKK) mechanism," Governor Koster added . In regulation number 34 of 2019 also stipulated the general policy of the Customary Villages namely the allocation of the Customary Villages budget of Rp. 300 Million for each Indigenous Village in the Bali Province Regional Planning Budget in 2020. "The total budget of the Customary Village Budget is Rp. 447.9 billion for 1,493 traditional villages in Bali, " Governor Koster said.

 He said, the use of Indigenous Village Funds was regulated in the Technical Guidelines, which consisted of a Routine Spending of Rp. 80 Million includes: incentives for Customary Bandes of Rp. 1.5 Million Per Month, Rp. 18 Million Per Year; incentives for Prajuru are determined by deliberation, a maximum of Rp. 45 Million Per Year; and operational costs of Rp. 17 Million Per Year. While the minimum Program Expenditures is Rp. 220 Million, for the Parahyangan, Pawongan, and Palemahan Program.
