Balitopnews.com, Denpasar - In accordance with the vision of Nangun Sat Kerthi Loka Bali through the Pattern of Development of the Universe Planning towards a New Era of Bali, in an effort to realize a clean, green and beautiful Bali, various efforts and initiatives have been carried out by the Provincial Government of Bali. One way is to reduce greenhouse gas emissions through low carbon development.
This was revealed in the remarks Governor of Bali Wayan Koster during the signing of the Memorandum of Understanding between the Ministry of National Development Planning / National Development Planning Agency (Bappenas) with the Provincial Governments of Bali and Riau Province on Low Carbon Development Planning that took place at the Wiswa Sabha Utama Building, Bali Governor's Office, Denpasar on Tuesday (January 14, 2020).
Governor Koster explained, as an effort to strengthen the development planning process in the Province of Bali through integration between environmental preservation programs, climate change management programs and acceleration of economic growth, several regulations have been determined. Namely, including the Governor Regulation (Pergub) Bali Number 45 Year 2019 about Bali Clean Energy as one of the regulatory components governing the application and management of clean energy in Bali.
"In supporting this clean energy, we ask that power plants in Bali must use clean energy fuels. Namely, liquefied natural gas and renewable energy. In addition to encouraging government, commercial buildings, industries including hotels, restaurants and households are obliged to use energy clean through solar panel roofs and green buildings. As well as giving roles to the community, MSMEs, traditional villages and Regionally Owned Enterprises (BUMD) to manage clean energy both independently and / or in collaboration with National or State-Owned Enterprises (BUMN) or private companies, " Koster said.
In addition, the Bali Provincial Government has realized a number of other regulations related to environmental issues, namely Bali Governor Regulation Number 97 of 2018 concerning Limitation of Disposal of Disposable Plastic Waste. A policy that regulates restrictions or prohibitions on the use of disposable plastic materials such as plastic bags, polysterina (styrofoam) and plastic straws. Because this component is the most plastic waste that pollutes the environment in Bali.
"To succeed this, a policy has also been issued through Bali Governor Regulation Number 47 of 2019 regarding Source-Based Waste Management, which changes the old pattern in handling waste through direct separation from its source so that it is expected that all waste can be handled properly. The problem of waste should be resolved as closely as possible from the source and as little as possible to be taken to the landfill, if possible only the final residue from waste treatment only,” he explained.
In addition, Bali Governor Regulation No. 49 of 2019 concerning the Use of Battery-Based Electric Motor Vehicles will gradually control the use of fossil fuel-fueled vehicles by establishing zones for using battery-based electric motorized vehicles in major tourist areas. Such as Sanur, Kuta, Ubud and Nusa Penida.
Not only that, in realizing low-carbon development the Bali Provincial Regulation No. 8 of 2019 concerning Organic Agriculture Systems has been enacted based on awareness of the dangers of using synthetic chemicals in agricultural systems that have been felt since entering the 21st century.
"The increasing use of fertilizers and synthetic medicines and superior varieties causes farmers to become increasingly dependent on these materials, which leads to decreased soil fertility, biodiversity and environmental quality," he said.
Furthermore, the Governor from Sembiran Village, Tejakula, Buleleng said that local wisdom is based on three main components of Bali development. Namely, the nature of Bali, Balinese manners and Balinese culture that is highly considered as an embodiment of mutual cooperation economy and Trisakti Bung Karno, which actively involves the participation of Balinese people in protecting environmental conditions.
"Therefore, the signing of this memorandum of understanding is in harmony and in line with the policies of the Provincial Government of Bali in maintaining, improving and improving the quality of the environment in Bali. For that reason, I support and appreciate this activity," he concluded.
Meanwhile, Minister of KPPN / Bappenas RI Suharso Monoarfa in his remarks conveyed that low carbon development is very encouraged to become one of the main bases of development. According to him, Indonesia in the future needs to carry out development that not only pays attention to increasing economic growth, but also needs to properly consider and calculate aspects of the carrying capacity and capacity of natural resources and the environment, including the level of greenhouse gas emissions caused.
"The preservation of natural resources and the environment has a very significant effect on development. We have projected that unsustainable carrying capacity and environmental carrying capacity at one time will be an inhibiting factor for Indonesia's economic growth which will undermine the sustainability of our development," he explained.
