Bali Regional Secretary Gives Certificate of Improvement of APIP Capability Level 3 Level

DENPASAR, Balitopnews.com - Regional Secretary of the Province of Bali Dewa Made Indra attended the presentation of certificates for improving the status of the Government's Internal Control Apparatus (APIP) Level 3, at the Bali Provincial Inspectorate Office, Tuesday, August 4, 2020.

 

Dewa Indra expressed his appreciation and appreciation to representatives of the BPKP of the Province of Bali and their staff for their tenacity and patience in providing assistance in an effort to improve the capabilities of APIP so that they could receive a Level 3 award.

 

With the award of APIP Level 3 award, Sekda Dewa Indra asked his staff to interpret this level of improvement not only as a charter of appreciation but also to be followed by an increase in APIP's competence and insight in carrying out tasks

 

With the achievement of APIP Level 3, Dewa Indra also requested that the audit not only be related to accountability but also related to the efficiency and effectiveness of the use of the budget. Thus the activities carried out with the budget are not only accountable but also effective and efficient.

 

Dewa Indra requested that APIP Level 3 can be implemented concretely by increasing capacity, competence so that the existence of APIP could be the frontline and could reach a higher level, level 4, even the highest level, Level 5.

 

Meanwhile Bali CPC Chief Representative Ari Dwikora Tono said that APIP's capability is a reflection of APIP's ability to carry out effective and efficient supervisory tasks identified from the implementation of Key Process Areas (KPA) on six elements namely (1) Roles and Services, (2) HR Management, (3) Professional Practices, (4) Accountability and Performance Management, (5) Relationships and Organizational Culture, and (6) Governance Structure.


 

The capabilities of APIP itself are grouped into five levels, namely Initial (level 1), Infrastructure (level 2), Integrated (level 3), Managed (level 4), and Optimizing (level 5), where the higher a level, the better the capability.

 

In the Province of Bali, as many as 5 inspectorates have achieved Level 3 Capability (full) namely the Bali Provincial Inspectorate, Badung Regency Inspectorate, Klungkung Regency Inspectorate, Tabanan Regency Inspectorate, and Gianyar Regency Inspectorate, while other regencies / cities Level 3 with notes.

 

APIP which has capability at Level 3 (Integrated) shows that it has uniformly established internal audit professional practices and is fully in line with audit standards and is able to conduct performance audits / value for money audits to provide advisory services.

It is expected that other Regency / City Inspectorates can increase their capabilities to a minimum full Lev 3.


 

BPKP as the supervisor of APIP hopes that the support and commitment of the leadership, especially the leadership of the regional government, in improving the capabilities of APIP through the implementation of Risk Based Monitoring Planning (PPBR),

Implementation of Risk Based Internal Oversight (PIBR) and APIP can encourage the implementation of risk management.

 

On the occasion the award was given the capability of APIP Level 3 by the Head of the Bali Provincial BPKP Representative to the Bali Province Secretary, the Badung Regency Secretary, the Tabanan Regency Secretary, the Gianyar Regency Secretary and the Klungkung Regency Secretary. (Gix)
