DENPASAR, Balitopnews.com - Governor of Bali Wayan Koster delivered the Accountability Statement Report (LKPJ) at the 2nd Plenary Meeting of the Bali Parliament on Monday ( March 29, 2021).

Governor Koster conveyed an overview of the situation faced in 2020. “We all realize that 2020, accompanied by the emergence of the Covid-19 pandemic, is a situation and conditions that are completely unimaginable. This has been a year full of challenges and tough tests that require revolutionary patience, ”he said.

 

The governor explained that cumulatively, Bali's economy during 2020 was recorded to have grown negatively (contracted) by -9.31 percent or experienced a slowdown when compared to the previous year which recorded growth of 5.63 percent.

 

Meanwhile, the PDRB per capita of the population of Bali in 2020 reached IDR 51.18 million, a decrease compared to 2019 which amounted to IDR 58.14 million and is still below the national average figure of IDR. 56.90 million. The number of poor people in Bali in September 2020 reached 196.92 thousand people or 4.45 percent. When compared with the national figure, the number of poor people in Bali is relatively much lower. Because nationally the number of poor people reached 27.55 million people or around 10.19 percent

 

Meanwhile, the Open Unemployment Rate (TPT) in August 2020 was recorded at 5.63 percent, an increase of 4.06 points compared to the TPT in August 2019 which was recorded at 1.57 percent. Next, the Bali Human Development Index (HDI) in 2020 reached 75.50, an increase compared to 2019 which was recorded at 75.38 percent.

 

The planned income budget is Rp. 6,092 trillion realized in the amount of Rp. 5,718 trillion or 93.36%. Meanwhile, the planned Regional Expenditure Budget of Rp. 6,924 trillion was realized as much as Rp. 6,358 trillion or 91.82%.

 

In the field of legislation, 40 very important and strategic regulations were successfully completed, consisting of 15 Regional Regulations and 25 Governor Regulations.

 

"The Covid-19 epidemic reminds us that we don't have any regulations governing PMI (Indonesian migrant workers) . Even though they have made a very large contribution, "he said.

 

With this Governor Regulation, the government is expected to give more optimal attention to PMI Krama Bali.

 

"We have to know where they come from, where they work abroad. So that if something happens, it can be handled quickly," he added.

 

In the Food, Clothing and Board Sector program, there was an increase in the export of agricultural products, such as mangosteen, cocoa, dragon fruit, salak, coffee and lime to China, the United Arab Emirates, Europe and the Maldives. In addition, the clothing industry has been strengthened in collaboration with the Bali Province Dekranasda through the preservation and promotion of songket, endek, and souvenir products. The increase in exports is supported by the airline Garuda Indonesia, which opens direct cargo flights from Denpasar to Hong Kong once a week.

 

In the education sector program, in 2020 4 new school units have been built, namely SMAN 1 in Abang District, SMKN 2 in Kubu District, SMAN 9 and SMAN 10 in Denpasar City with a total budget of Rp. 48 billion which came from the Bali Provincial Budget.

 

Still in the field of education, in handling the impact of Covid-19 on society, the Provincial Government disbursed educational social assistance of Rp. 24.8 billion to 19,882 students of SD, SMP, SMA / SMK / SLB, and to 9,423 students of State and Private Universities.

 

In the health sector, the Provincial Government focuses on efforts to prevent the transmission of Covid-19 by tightening the enforcement of health protocols, increasing the capacity of PCR-based swab testing services and rapid antigen-based tests. In addition, the quality of service for Covid-19 patients has also been improved by providing quarantine facilities and referral hospitals equipped with adequate infrastructure and medical personnel and providing incentives for medical and non-medical personnel.

 

Other achievements are in the fields of Customs, Traditions, Arts and Culture. Governor Koster realized that each of the Traditional Village funds was Rp. 350 million with a total budget of Rp. 522.5 billion for 1,493 Traditional Villages which were transferred directly to the Desa Adat account.

 

Other achievements include the completion of the Bali Provincial Traditional Village Council Office and 6 Regency / City Traditional Village Council Office buildings (Tabanan, Jembrana, Buleleng, Karangasem, Bangli, and Denpasar) with a total budget of Rp. 31 billion which came from the social responsibility (CSR) funds of BUMN, BPD Bali, and national private companies. While the Gianyar Regency Customary Village Council Office building was built with a budget of Rp. 3.5 billion which comes from the Gianyar Regency APBD. This year, the construction of the Traditional Village Council Office of Badung Regency and Klungkung Regency will be continued with a total budget of Rp. 6.6 billion came from BUMN social responsibility (CSR) funds.

 

In the tourism sector, his party has made a breakthrough and succeeded in fighting for tourism grant funds provided to district / city governments and tourism business actors with a total budget of Rp. 1.183 trillion came from the state budget. Of this amount, Rp. 948 billion more for Badung Regency and the rest for other Regencies / Cities.

 

In the infrastructure sector, in a situation of declining state budget capacity due to the Covid-19 pandemic, the Bali Provincial Government and the Central Government can still realize strategic, fundamental and monumental land, sea and air infrastructure development. The project is a continuation of the Singaraja - Mengwitani road shortcut development program at points 7 and 8 in 2021. The total land acquisition budget is Rp. 193.5 billion came from the Bali Provincial Budget.

 

Meanwhile, the construction of points 7 and 8 with a total budget of Rp. 95 billion came from the PUPR Ministry's State Budget. In addition, the development program of the Triangle Port of Sanur, Nusa Penida and Nusa Ceningan has begun, which starts in 2020 and will be completed in 2022 with a total budget of Rp. 555 billion came from the Ministry of Transportation's State Budget.

 

Still in the infrastructure sector, in 2020 the Besakih sacred area will also be structured, starting with land acquisition with a total budget of Rp. 174 billion came from the Bali Provincial Budget. Physical development will be implemented starting in 2021 with a budget of Rp. 784 billion, consisting of Rp. 276 billion came from the Bali Provincial Budget for the Semesta Plan and an amount of Rp. 508 billion came from the PUPR Ministry's State Budget.

 

In 2020, the implementation of the construction of the Bali Cultural Center Area in Klungkung Regency has begun, which begins with the normalization of Tukad Unda with a budget of Rp. 270 billion came from the Ministry of PUPR and land acquisition (stage 1) with a budget of Rp. 52 billion came from the Bali Provincial Budget. Development will be continued in 2021 to 2022 with a budget of Rp. 2.5 trillion came from interest-free loans from the National Economic Recovery (PEN) program. The signing of the PEN Loan Agreement was carried out on December 28, 2020 in Jakarta.

 

In addition to the general explanation of the Governor's LKPD, the Plenary Meeting this time also listened to the delivery of the Draft Regulation on the Initiative of the Council regarding the third amendment to Perda No. 3 of 2011 concerning Business Service Retribution. Chairman of the Regional Regulation Formation Body (Bapem Perda) of the Bali DPRD, Ketut Tama Tenaya, said that this proposal was submitted because a number of articles were no longer relevant.
