Still in his speech, Mahendra Jaya emphasized the Bali Provincial Government's commitment to creating a friendly environment for all people with disabilities. This commitment is in line with Law Number 8 of 2016 concerning Persons with Disabilities, which mandates that persons with disabilities have the right to equal opportunities. As a form of attention to fulfilling the rights of persons with disabilities, Bali has Regional Regulation (Perda) Number 9 of 2015 concerning the Protection and Fulfillment of the Rights of Persons with Disabilities. This regulation is implemented through various concrete policies that support the existence of people with disabilities, including through the opening of special formations for the procurement of CPNS. In procuring CPNS in 2024, the Bali Provincial Government opened 15 special formations for Sign Language Facilitators. This recruitment is a concrete step to create public service centers that are more accessible and friendly for deaf and speech impaired people in Bali Province. Apart from that, the Bali Provincial Government also has Regional Regulation Number 10 of 2019 concerning the Implementation of Employment. This regional regulation requires BUMN and BUMD in Bali Province to employ a minimum of 2% of people with disabilities. "Meanwhile, private companies are required to employ people with disabilities as much as 1% of the total number of workers they have. "I will check whether it has been implemented in the field," he said. Ending his speech, The Acting. Governor Mahendra Jaya invited people with disabilities to actively develop their competencies to suit the needs of the business and industrial world, so that more and more of them are absorbed into the world of work.
Member of the Indonesian House of Representatives, I Nyoman Parta, in his short speech said that his presence at the HBII commemoration was part of fulfilling his promise last year. “This is the fulfillment of my promise last year. At that time, I was present and no officials came. "So, at that time I was asked to present an official at the following year's commemoration," he explained, while expressing his thanks for the presence of The Acting. Governor Mahendra Jaya, The Acting Regent Of Gianyat I Dewa Tagel Wirasa, and  member of  Bali House of Representatives Putu Diah Pradnya Maharani.

In his speech, Nyoman Parta also conveyed his greetings to the parents of disabled children who attended the event. “I'm sure they are extraordinary parents so we can gather here. "Because out there, there are still many parents who close themselves off when they have children with disabilities," he added. Concluding his remarks, Nyoman Parta supported efforts to provide opportunities for people with disabilities to work in various companies. So far, he admits that he has facilitated many children with disabilities to work in several companies. “We often underestimate their abilities.
