Save Bali, The Governor of Bali Affirms Bali Provincial Government Has the Right to Refuse to Issue SKT for Mass Organizations

DENPASAR, Balitopnews.com – The Bali Provincial Government has recorded that 298 mass organizations (ormas) have been officially registered in the Bali region by obtaining a Registered Certificate (SKT). A number of these mass organizations are active in the fields of social, humanitarian, youth, culture, environment and nationality.
In his statement, the Governor of Bali, Wayan Koster, emphasized that the government, in this case the Governor as the Head of the Region, who is an element of the regional government organizer, has the authority not to issue a Registered Certificate (SKT) for Mass Organizations, taking into account the conditions in the Bali Province. "The government is not merely administrative in issuing SKT. We have the right to assess, evaluate, and if necessary, not issue SKT to mass organizations that are considered not in line with the values of Pancasila, the Law, and the norms that apply in Bali, especially if the mass organization disturbs the community, such as committing acts of violence, especially if it involves someone's life, then we have the right not to accept the mass organization," Governor Koster said when holding a Press Conference with the Chairperson of the Bali Provincial DPRD, Pangdam IX/Udayana, Head of the Bali Regional Police, Head of the Bali High Prosecutor's Office, Head of the Denpasar High Court, Commander of Korem 163/Wira Satya, and Head of the Bali Regional State Intelligence Agency regarding the response to the widespread news about Mass Organizations (Ormas), in front of the Gajah Building, Jayasabha, Denpasar on Monday (May 12, 2025)
In the press conference, Governor Koster emphasized that the issuance of SKT is not an absolute right of mass organizations, but rather a form of permission and state recognition of the existence and activities of mass organizations that are considered appropriate and do not have the potential to cause social conflict or threats to public order. The implementation of security and order in Bali has been handled by state institutions, namely the Police and TNI. In addition, Bali already has an Integrated Village-Based Environmental Security System (SIPANDU BERADAT) and Customary Village Security Assistance (BANKAMDA), consisting of elements of Pacalang, Linmas, Bhabinkamtibmas, and Babinsa, which are regulated by Bali Governor Regulation Number 26 of 2020 as the implementation of Bali Provincial Regulation Number 4 of 2019 concerning Customary Villages in Bali.
SIPANDU BERADAT has also been officially launched by the Chief of Police, General of Police Drs. Listyo Sigit Prabowo. With these two institutions, namely by the state and customary-based institutions, the handling of security and order in the Customary Village Areas (Wewidangan) throughout Bali has proven to be very adequate, even capable of handling the security of international-scale activities in Bali, which have been held from the past until now, and even into the future throughout the ages. For this reason, Governor Koster emphasized that Bali does not need the presence of mass organizations that pretend to maintain security, order, and social with acts of thuggery, violence, and intimidation of the community, thus causing tension in the midst of the Balinese community which is already very conducive. The presence of mass organizations like this will actually damage the image of Balinese tourism, which is known as the safest and most comfortable tourist destination in the world to visit. "As part of the Unitary State of the Republic of Indonesia, Bali is very open and tolerant of the presence of immigrants, but all residents who live/settle in Bali are obliged to behave well, work according to their profession well, be productive, and contribute to building Bali, respect Balinese cultural values, and obey the policies of the Bali Provincial Government, as the wise man said where the earth is stepped on, there the sky is upheld," he said to the media crew.
For that reason, the Governor of Bali together with the Chairman of the Bali Provincial DPRD, the Commander of the IX/Udayana Military Command, the Chief of the Bali Regional Police, the Head of the Bali High Prosecutor's Office, the Chief of the Denpasar High Court, the Commander of the 163/Wira Satya Military Command, and the Head of the Bali Regional State Intelligence Agency agreed to take a stance to take firm action against mass organizations that commit acts of thuggery and crime, and disturb the community. Such firm action is very necessary in order to realize a life for the Balinese people that is orderly, safe, comfortable, peaceful, prosperous, and happy, as well as to realize Balinese tourism that is based on culture, quality, and dignity. "I invite all components of society in Bali to be harmonious, compact, united, shoulder to shoulder, together, and work together to build Bali niskala-sakala by maintaining security, peace, and order, as well as the comfort of every person in Bali based on the values of Balinese local wisdom: gilik-saguluk, para-sparo, salunglung-sabayantaka, sarpana ya (in agreement, in line, working together by working together)", he concluded.
Bali Police Chief Inspector General Daniel Adityajaya emphasized that he will take firm action against violations that occur in Bali. Groups (mass organizations, ed.) that have the potential to disturb the peace in Bali will be dealt with firmly in accordance with applicable laws. "In accordance with our main duties as law enforcement officers who maintain order and security, if there are frictions, and criminal violations occur, we will process them firmly in accordance with applicable laws," he said.
