Suwung Landfill to Close on December 23, 2025, Governor Koster Urges Optimization of Modern Tebe, TPS3R, TPST, and Source-Based Waste Management

DENPASAR, Balitopnews.com - The Denpasar City and Badung Regency governments have been urged to stop dumping waste in Suwung. Both regional heads are urged to immediately optimize the modern tebe, TPS3R, TPST, shredding and decomposer machines, and source-based waste management.
The Governor of Bali Wayan Koster issued a notification letter numbered T.00.600.4.15/60957/Setda, announcing the closure deadline for the Suwung Landfill, December 23, 2025. This important letter was addressed to The Mayor of Denpasar IGN Jaya Negara and The Regent of BadungI Wayan Adi Arnawa, dated December 5, 2025. "The Suwung Landfill must be closed by December 23, 2025. The Denpasar City Government and the Badung Regency Government are prohibited from transporting waste to the Suwung Landfill," Governor Koster emphasized.
Koster asked the Mayor of Denpasar and the Regent of Badung to immediately prepare waste management outside the Suwung Landfill. This includes optimizing modern waste management systems (tebe), 3R waste disposal sites (TPS), waste disposal sites (TPST), shredding machines, and decomposers. This will accelerate the composting process in households, or employ other methods. "To utilize this waste management model, organic and inorganic waste must be separated at the household level," he said.
Koster also urged immediate optimization of source-based waste management at the household level, down to the village/sub-district/traditional village level, as well as the development of best practices and collaboration with stakeholders to ensure effective waste management.
"Immediately educate residents to prepare for waste management independently or collectively in groups, by separating organic and inorganic waste at the household level," Koster said.
Koster requested immediate technical coordination to develop SOPs involving the Bali Provincial Government's Forestry and Environmental Services, the Denpasar City Government's Environmental and Sanitation Services, and the Badung Regency Government's Environmental and Sanitation Services. The Suwung Landfill, which operates with its open dumping system, is considered to have serious environmental impacts and disrupt the comfort of local residents.
Based on these findings, the Ministry of Environment (KLH)/Environmental Control Agency (BPLH) conducted an investigation with the Bali Provincial Environment Agency (DLHK), the Denpasar City Environment Agency (DLHK), and the Badung Regency Environment Agency (DLHK). The Suwung Landfill was deemed to violate Law No. 18 of 2008 concerning Waste Management and Bali Provincial Regulation No. 5 of 2011, both of which carry criminal penalties.
In response to the potential legal action, The Governor of Bali Wayan Koster appealed to the Minister of Environment to waive criminal sanctions. Koster has fought hard to save Bali. Koster requested that the central government only implement administrative sanctions, with a commitment to close the Suwung Landfill by December 2025. This commitment was a joint agreement between the Governor of Bali, the Mayor of Denpasar, and the Regent of Badung.
The Ministry of Environment and Forestry then issued Ministerial Decree No. 921 of 2025, ordering the cessation of open dumping at the Suwung Landfill. The decree gave the Bali Provincial Government's Waste Management Technical Implementation Unit (UPTD) a maximum of 180 days, until December 23, 2025, to cease open dumping operations, starting from the date of the decision received on May 23, 2025.
