The Governor Bali and House of Representatives Agree to Realize Bali as an Organic Island, Denpasar
As a form of support for the implementation of the Vision of Nangun Sat Kerthi Loka, Bali House of Representatives uses the right of initiative by submitting a Draft Regional Regulation (Ranperda) concerning the Organic Agriculture System.
The Governor of Bali Wayan Koster appreciated the draft regulation relating to efforts to accelerate the realization of Bali as the Organic Island.
The support was expressed by Governor Koster in his remarks read by Deputy Governor of Governor Cokorda Oka Artha Ardhana Sukawati at the Bali House of Representatives
Plenary Session on Tuesday ( May 14, 2019).
Governor Koster argues that the two Regional Regulations drafted by the Legislative are very much in line with the Vision of Nangun Sat Kerthi Loka Bali through the Pattern of Development of the Universe, which substantively means maintaining the sanctity and harmony of Bali and its contents, to realize the Balinese hospitality.
In line with that, according to him the Draft Regional Regulation Organic Farming System is a smart and wise initiative in the framework of sustainable development in Bali. This is also in accordance with the priority mission stated in the Bali Provincial Regulation No. 3 of 2019 concerning the Medium Term Regional Development Plan for 2019-2024, which is to ensure the fulfillment of food, clothing and shelter needs in an adequate amount and quality for Balinese manners and realize independence, food, increase and value-added agriculture and foreign power and improve the welfare of farmers.
Koster hopes that the regulation can later become a legal basis in the process of agricultural cultivation to produce healthy food, while maintaining the preservation of natural resources.
Under the leadership of Wayan Koster, Bali will be strived to be an organic, clean & green island. Organic food produced will be a premium food product, thus providing added value to culinary ingredients for quality tourism. This regulation is a manifestation of the legislative and executive commitment to realize Bali as an organic island with safe food products resulting from environmentally friendly processes.
To improve the Draft Regional Regulation, the Governor delivered a number of inputs, including the material on local wisdom, especially the concept of "Tri Hita Karana" so that it could be accommodated in the draft regulation. In addition, the Regional Regulation is also expected to encourage the commitment of all parties to contribute in realizing an organic farming system.
According to Koster, realizing an organic farming system is not an easy effort. Because agriculture is still dominated by conventional systems that rely on chemicals as an effect of the green revolution at the beginning of the New Order. "It takes the commitment of all parties both to arouse awareness, change mindset and behavior both in terms of production and consumers. "The Organic Farming System will grow and develop if the market for organic products also grows," he explained.
Another obstacle that needs to be anticipated is land conversion that takes a long time. Therefore, the Governor suggested that the handling be carried out by the existing Regional Apparatus so that there was no need to form new institutions.
In another part, Governor Wayan Koster also appreciated the Bali Provincial Regulation Draft concerning the Third Amendment to Bali Provincial Regulation Number 1 of 2011 concerning Regional Taxes. ( / Amo Bali )
