The three draft regional regulations include the Regional Regulation on the Implementation of Health Standards, the Regional Regulation on the Implementation of Tourism Standards, and the Regional Regulation on Strengthening and Advancing Bali Culture.
Bali Governor Wayan Koster in his remarks said the context of the submission of the draft local regulation (Ranperda) was related to the implementation of the development vision of the province of Bali. Listed in the universe mid-term development plan for 2018-2023 is Nangun Sat Kerthi Loka Bali, through the pattern of universal development planning towards a new era of Bali. "Maintaining the sanctity and harmony of Bali's nature and its contents, realizing the happiness of Balinese eternal life. Organizing fundamentally and comprehensively the development of Bali which includes 3 main aspects namely nature, manners and culture, " Koster explained.
He said, various regional regulations and regulations had been arranged to achieve this vision, both those that had been enacted and in the process of finalization. "The legal products that are made do not stand alone, not partial regulations but comprehensive regulations, linking fundamentally and comprehensively to realize the vision of building when the locality of Bali," Koster said.
Governor Koster further explained, the Regional Regulation on Strengthening and Promoting the Culture of Bali consists of 12 chapters and 74 articles. The draft local regulation on the implementation of tourism in Bali has 15 chapters and 41 articles and the regional regulation on health management, there are 18 chapters and 19 articles. "This material has been prepared seriously, by a team that can truly understand the vision and mission of the governor," he said.
Koster added, the draft on the promotion of culture is part of the regulation related to the law on the promotion of culture, with several new dimensions being regulated. Namely culture as a source of life values, culture as a product or work of art, and culture as an industry based on the development of people's economy. More than that, making culture the upstream of development, the mainstream of development in Bali. For the first time there are regions where culture is being used as the mainstream of development. This does not yet exist in Indonesia.
