The plenary session, which was held in the Main Meeting Room of the Bali DPRD Office, scheduled the submission of the council's decision regarding the recommendation of the Governor's Accountability Report (LKPJ) for Fiscal Year 2019.

 

In addition, the plenary session also scheduled the submission of reports and attitudes / decisions of the council to a number of Regional Regulation Draft (Raperda), namely the Regional Initiative Draft Bill on Amendment to Perda Number 5 of 2010 concerning Regional Capital Inclusion, Draft Regulation on Standards and Implementation of Bali Cultural Tourism, Draft Regulation on Amendment Implementation of Health and Draft Regulation on Strengthening and Promoting Balinese Culture.

 

 In his final opinion, the Bali DPRD approved the adoption of 4 Raperda into a Regional Regulation and received the Governor's LKPJ for the 2019 Budget Year with appreciation and thanks.

Nyoman Adnyana, SH.MH as the LKPD Discussion Coordinator of the Governor said that in principle the council accepted the LKPD delivered by the Governor in a speech on April 20, 2020. After reviewing one report after another submitted by the governor, the legislative body gave appreciation because all achievements had met the target. There are even some that exceed national achievements such as economic growth, human development index, GRDP and PAD which far exceed the target.

 

"We are also very appreciative because the governor has issued a number of strategic policies and regulations that received positive response," he explained.

 

In other words, he considered Governor Wayan Koster to be very good in governance. "I am not saying this because I am from the PDIP, but purely because the governor's work has been felt by the people of Bali. Besides giving very good grades, the council also gave a number of recommendations namely to encourage the governor to activate the primary sector such as agriculture so that there are options other than tourism when extraordinary events such as the current COVID-19 pandemic. Moreover, the council also recommended that the governor try to develop a creative economy as early as possible to increase people's income, "he said.

 

Agung Adi Ardana ST, who read the council's response related to the Draft Regulation on Standards and Organizing of Cultural Tourism in Bali, positively welcomed the governor's move to propose regulations in the field of tourism.

 

According to him, this regulation is very important for Bali as a tourist destination. Moreover, this regulation has anticipated the development of tourism in the digital age. Observing the deterioration of the tourism sector amid the COVID-19 pandemic, the council recommends that the governor anticipate changes that will occur in this sector when the situation begins to recover or what is commonly called the new normal. "What needs to be considered in the future is good hygiene, health and sanitation. For that reason, the availability of hand washing facilities, clean toilets is a guarantee that must be given to tourists," he explained.

The Draft Regional Regulation on Strengthening and Promotion of Balinese Culture and the Draft Regional Regulation on Amendments to Regional Regulation Number 5 of 2010 concerning Regional Capital Participation also received board approval and were appreciated because they are two very strategic regulations. This was stated by two council members who read the final opinion on the two draft regulations, namely Ketut Suryadi, S. Sos and I Gede Komang Kresna Budi.

 

Listening to the final opinion expressed by each coordinator in the discussion of the draft regulation, the Chairperson of the Bali DPRD I Nyoman Adi Wiryatama said that the council approved the adoption of the four draft regulations into Perda.

Governor of Bali Wayan Koster on that occasion expressed his gratitude and appreciation to the leadership and all members of the council, for their hard work and cooperation in completing the discussion of the draft regulation, although within the limitations due to the outbreak of the COVID-19 case.

But lately Balinese culture has declined due to the dynamics occurring at the national and global levels. Cultural decline cannot continue. For this reason, efforts are needed to strengthen and advance.

Strengthening and promoting culture is very important as an antidote to the entry of various values ​​from outside which are not in accordance with Balinese Culture. Therefore a comprehensive arrangement is needed regarding the strengthening and promotion of culture as a basis for carrying out government affairs in the field of culture in the Province of Bali.

Still according to Koster, the field of tourism is also urgent to be arranged with a regulation. This is considering, until now the regional economy is still supported by the tourism sector. The rapid progress in this sector has had negative impacts such as the cultural, natural and human degradation of Bali. Tourism seems to move away from the interests of the local community. External dominance is very detrimental to the domestic. In other words, the sparkling tourism of Bali is only artificial and fragile. Tourism itself moves away from Bali and does not improve the welfare of its people. "Let's look at it, entrepreneurs, workers and most of the capital from the outside. We are left behind, the beauty of culture is an object, but who enjoys it. If left unchecked, this condition will threaten Bali's position," said Koster.

 

This needs to be arranged fundamentally and comprehensively with a local regulation. "The arrangement of Bali tourism must be based on the value of local wisdom while still adopting the advancement of the digital world. So that Bali tourism will be able to face local, national and global dynamics. This regulation is expected to be a reference in organizing quality and sustainable Balinese cultural tourism towards a New Era of Bali." he stressed again.

 

Related to the Draft Regional Regulation on Health Implementation to be a Regional Regulation, the Provincial Government of Bali already has a foundation and legal certainty in an effort to improve the quality of health service delivery. The delivery of health services is a guideline or reference that is used as a guide for effective and efficient health administration to create a prosperous and happy life of the Bali citizens. 

 

The scope stipulated in the Regional Regulation on Health Services covers health resources, health efforts, governance of health service delivery, health information, development of health service delivery, guidance and supervision, awards and the role of the community. This Regional Regulation in addition to regulating health service standards that are generally in force in Indonesia, also regulates specific things that are characteristic of the Province of Bali, among others: regulation of traditional health, application of the SIK-KBS health information system, health tourism, the establishment of a Regional Health Supervisory Agency and anticipating outbreaks / pandemics, namely the regulation of quarantine and the obligation of hospitals to have isolation rooms. "We learn from health problems that have occurred, especially in the face of the COVID-19 outbreak so that solutions to these problems are outlined in this Regional Regulation," Koster added.

Furthermore, with the enactment of the Draft Regulation on Amendment to Regional Regulation Number 5 of 2010 concerning Regional Capital Participation, the equity participation is in accordance with the current conditions based on the results of corrections, dissolution and / or closure of the company by the authorized agency so as to provide legal certainty in the capital participation that has been held.
