Governor of Bali Wayan Koster Wants Bali Provincial Government Asset Management to be a New Source of Original Regional Income

DENPASAR, Balitopnews.com - The Government's  of Bali Provincial Sources of Original Regional Income (PAD) which are dominated by Motor Vehicle Tax (PKB) and Motor Vehicle Title Fee (BBNKB) are seen as less effective. Because of that, it indirectly forces the Balinese people to continue to be consumptive by buying vehicles, and is not in line with the direction of environmentally friendly Bali development.

 

This was conveyed by the Governor of Bali Wayan Koster at the Coordination Meeting for Improving Asset Management and Submitting Asset Certificates of PT PLN (Persero) and the Regional Government in the Bali Province at Sanur, Thursday, October 22, 2020.

 

"The increase in motorized vehicles in Bali can cause new problems, such as congestion and air pollution. Of course this is not in accordance with the development vision of Bali, "Nangun Sat Kerthi Loka Bali", to protect Balinese nature and culture, "he said.

 

According to him, Bali as a world tourism destination must be designed properly, so that it has quality and class. He said tourists should be able to enjoy the beautiful nature of Bali, friendly Balinese people and noble Balinese culture. "These three things will be the key to attracting tourists, which ultimately is for the welfare of the community," he added.

 

He views asset management as very important in governance as a way to explore new PAD sources. He gave an example of the various efforts of the Bali provincial government in exploring new PAD with good asset management, namely the arrangement of the Besakih area and the construction of the Bali Cultural Center which will be located in Klungkung Regency.

 

"If this goes well, it can bring in classy tourists and become a source of new PAD for the Provincial Government," he said

 

“I admit that there are still many Bali Provincial Government assets that have not been managed properly. There are still many who are still in dispute and do not have legal certainty. However, during my two years of leadership as Governor, as well as very good support from the Bali Provincial BPN, this has gradually been fixed, "he said.

 

Governor Koster also appreciated Korsupgah KPK's steps in facilitating this activity. He also hopes that this activity can realize good governance and save regional finances and assets.

 

Meanwhile, the Head of the Regional Office of the National Land Agency (BPN) of Bali Province, Rudi Rubijaya, said that the asset certification activity of the local government and PLN in Bali is a strategic program of the Ministry of ATR / BPN RI to map all assets in Bali. So that all assets become legally owned and can be used properly.

 

He said the BPN Bali Regional Office was moving fast enough in asset certification in 2019. "The total number of certificates to be submitted this time is around 4,634 fields, and there is still potential in the process of around 158 fields with a total value of Rp12.7 trillion," he explained.

 

Meanwhile, regency / city government assets in Bali in 2019 amounted to 2,280 fields and in 2020 there were 1,489 fields. "For the Provincial Government itself, in 2019, 15 certificates will be submitted in 2019, and in 2020 as many as 44 fields with a total of 59 fields. And maybe if there is more, we will speed up, "he promised.

 

Meanwhile, Deputy Chairman of the Corruption Eradication Commission, Lili Pantauli Siregar, appreciated the steps taken by BPN Bali in collaborating with the Bali Provincial Government and PLN in organizing this activity which is an effort to encourage improvement and control and rescue of assets, so that they can achieve effectiveness in public services. It also seeks to close the gaps in corruption in an effort to achieve a clean government. "The scope of control of assets can be carried out in various ways, such as asset certificates, problematic asset settlement and PSU control," she explained.

 

She added, the achievement of the Monitoring Control for Prevention (MCP) score as an action to prevent corruption efforts in Bali Province in 2019 was 76%, while in 2020 from January to October it had reached 69%. Where the national average score currently only reaches 41%. Of course this achievement in Bali is an achievement, and she hopes that through the certification of government assets it can increase efforts to prevent corruption within the scope of the Bali Provincial Government.
