Governor of Bali Wayan Koster Supports Licensing Reform

DENPASAR, Balitopnews.com -  Governor of Bali Wayan Koster supports licensing reform based on Detailed Spatial Planning (RDTR) which is regulated in The Job Creation Law (Ciptaker Law). This reform is expected to simplify the licensing process so that all forms of permits can be obtained more quickly, easily, cheaply and in favor of the little people. This assertion was expressed when he was asked to become a resource person at the Post-Work Creation Law Talkshow with the theme 'Completely Remove RDTR-Based Licensing Reform' which was carried out by the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR / BPN), Denpasar, Thursday, November 5, 2020.

 

The talkshow was held in two patterns, some of the speakers and participants were directly present at the Prona Hall, 7th Floor of the Ministry of ATR / BPN Building, while the Governor Wayan Koster participated in a virtual manner from the Office of Governor's Bali, Jayasabha, Denpasar.

 

Starting his presentation, the Governor who also serves as the Chair of DPD PDIP Bali province appreciated and praised the government's move to issue the Job Creation Law. The appreciation and praise he expressed were not without reason. The former member of the Indonesian Parliament DPR RI for three periods said that before expressing his opinion on a law, he must first fully understand, in detail, down to the point and commute. "I have been sitting in the Indonesian Parliament  for three terms and drafted 20 laws. But there has never been a law with comprehensive content, such as this Job Creation Law, "he said. Apart from being comprehensive, what is contained in the Ciptaker Law is also intended to eliminate sectoral egos that have been an obstacle in the licensing process. According to him, this was an extraordinary breakthrough by the government to harmonize between sectors.


 

Governor Koster hopes that the implementation of the Job Creation Law can change behavior in the field of licensing which tends to make it difficult, bureaucratic long, convoluted and there is no clear standard. He then gave an example of the process of issuing hotel and restaurant permits in the Bali area. "Some have taken years, some can be fast, some pay, some are free. There is no the same standard among districts / cities. Even though the types of permits are the same, "he said.

 

He is of the opinion that the Ciptaker Law is a strategic step for the government to achieve standardization in the field of licensing so that there is no longer too much difference in terms of time and costs of processing permits between districts / cities. "I hope we will have a licensing process that is simple, cheap, fast and pro-people," he said.

 

He added, Bali is also very interested in licensing reform because currently it is focusing on developing cooperatives and MSMEs. By simplifying the licensing process, he wants MSMEs in Bali to develop a business more easily. Therefore, he really hopes that the government will immediately issue a Government Regulation (PP) so that this law can be implemented immediately. "We are waiting for the follow up of this law and are ready to implement it," he concluded.

 

Meanwhile, Minister of ATR / BPN Sofyan Djalil in his presentation explained that one of the objectives of the issuance of the Ciptaker Law was to simplify the licensing process. According to him, the previous regulation was considered to be inhibiting and not taking the side of MSMEs. "This law carries the spirit of change. We want MSMEs to develop and create more jobs, "he said. Especially for the ATR / BPN sector, the licensing system will be based on the Spatial Geopatial System (Gistaru). "We hope it will be much better. What do you want to invest in, just look at Gistaru, ”he added.

 

In line with Sofyan Djalil, Minister of Cooperatives and SMEs Teten Masduki also conveyed the complexity of the process and the many requirements that must be met so that most MSMEs do not have business permits and in the end remain in the informal sector group. He hopes that the Ciptaker Law will be a breath of fresh air for MSME actors so that in the future they can develop and have competitiveness. (Gix)
