KLUNGKUNG, Balitopnews.com - The seriousness of Governor of Bali, Wayan Koster together with  Vice Governor, Tjokorda Artha Ardhana Sukawati to elevate the dignity of Balinese culture as the Center for World Civilization or Padma Bhuwana in accordance with The vision of Nangun Sat Kerthi Loka Bali through the Plan of Universal Development Planning towards a New Era Bali. matured with the goal of creating a Balinese Cultural Center in Klungkung Regency.

 

This can be seen when Governor Wayan Koster conducted a Public Consultation on the Development Plan for the Bali Cultural Center Area in Klungkung Regency, Monday (November 16, 2020) which took place at the Ida I Dewa Agung Istri Kanya Cultural Center.


 

In his presentation, Wayan Koster explained that the Bali Cultural Center area, which is located in Ex Galian C Gunaksa, was originally a damaged, inundated and neglected area, because after Mount Agung erupted in 1963, the fertile rice fields were covered by cold lava flows of Mount Agung more than 300 Ha.

 

Then since 1963-2002 the area (Pesisir Tangkas, Gunaksa, and its surroundings, red) became the location of the C Galian mining. So that due to the sand mining, it was recorded in 2002 that the environment of the Coastal Tangkas, Gunaksa, and surrounding areas was damaged, there were many puddles, become a source of disease, and a source of crime, as well as the closure of the mining permit for Galian C Klungkung Regency. It did not stop there, but in 2002-2017 the coastal areas of Tangkas, Gunaksa, and their surroundings became empty, neglected lands, several proposed ideas for the management of the area also failed.

 

Even in 2017 the eruption of Mount Agung, which flowed a large amount of lava, made this excavated area even more unusable. "Therefore, we must make efforts to protect and organize, as well as develop this area to be beneficial for the people of Bali and Klungkung in particular," Koster said who was greeted by thunderous applause by the people in Tangkas Village, Jumpai Village, Gunaksa Village, Sampalan Klod Village. Gelgel Village and community leaders in Klungkung. He said that currently the Tangkas, Gunaksa, and surrounding coastal areas have been stipulated in Perda 3/2020 as the Provincial Strategic Area as the Bali Cultural Center Area.


 

Furthermore, Wayan Koster who is also the Chairperson of the PDI Perjuangan DPD Bali Province explained that in order to realize the Bali Cultural Center, we through the Public Works, Spatial Planning, Housing and Settlement Areas of Bali Province have determined the Location of the Development of the Bali Cultural Center Area with an area of ​​334, 62 Ha, consisting of the existing Tangkas Village Settlements of 11.19 hectares, Penlok Phase I covering an area of ​​110.31 hectares, Penlok Phase II with an area of ​​213, 12 hectares.

 

"In the planning concept, there are 3 concepts, namely the Main Concept of the Development of the Cultural Center Area of ​​Bali by planning a place that can be an inventory of the cultural heritage of the past, integrated with the knowledge and technology needs of the present, and the future, so that the cultural values ​​can be inherited on an ongoing basis, "said the former ITB graduate who has also issued Regional Regulation No. 4 of 2020 concerning the Strengthening and Advancement of Balinese Culture.

 

Furthermore, in the development concept there are education, conservation, recreation, and environmentally friendly sustainable development and IT-based Integrated Development. Then there is also the Integrated and Environmentally Friendly Infrastructure Concept, with the existence of Land Transportation (Road, LRT Train, & ART, red), Sea Transportation (Gunaksa Harbor, Marina, red), and Infrastructure Development that is safe and environmentally friendly.



 

Not stopping there, Wayan Koster, who in every development in Bali Province always adheres to the teachings of Trisakti Bung Karno, namely Political Sovereignty, Economic Independence, and Cultural Personality, emphasized that in the Masterplan for the Development of the Bali Cultural Center Region, the concept of Tri Mandala is carried out. & Sat Kerthi, which consists of Wana Kerthi with the construction of a Grand Forest Park and a Recreation Park. Danu Kerthi, with the construction of the Lake, as well as the Estuary Dam. For Atma Kerthi there is a Catus Patha building, Jagat Kerthi has an Open Stage building. Meanwhile, Jana Kerthi is the Cultural Center of Bali with other supporting areas, and Segara Kerthi is the sea and marina.

 

"So I want to elevate the dignity of Balinese culture, because in the history of Bali in Klungkung this is the place of the Golden Age of Balinese Culture which at that time occurred in the Era of the Gelgel Kingdom with Raja Dalem Waturengong," Koster explained. 

 

The Public Consultation on the Development Plan for the Bali Cultural Center Area in Klungkung Regency was also attended by the Head of the Bali High Prosecutor's Office, the Klungkung Regent, Nyoman Suwirta, the Chairperson of Klungkung parlementer , Anak Agung Gde Anom, the Head of Regional Apparatus at the Bali Provincial Government, the Provincial Development Expert Group. Bali, Head of the Regional Office of BPN in Bali Province, the Preparation Team for Land Acquisition for the Development of the Bali Cultural Center Area in Klungkung Regency, the Head of Klungkung District and the Head of Dawan District, to the Perbekels in Tangkas Village, Jumpai Village, Gunaksa Village, Sampalan Klod Village, and Perbekel in Gelgel Village.
