DENPASAR, Balitopnews.com - Governor of Bali Wayan Koster virtually also witnessed the signing of a Memorandum of Understanding (MoU) between PT PLN Gas & Geothermal (PLNGG) and PT Dewata Energy Bersih (DEB) which aims for a Joint Study on the Development of the Bali Terminal LNG .

The MoU was signed virtually by Moh. Riza Affiandi as President Director of PLN GG and Cokorda Alit Indra Wardhana as Director of PT DEB, Tuesday ( February 23, 2021) in Denpasar.

 

Governor Koster conveyed the agreement between Perusda Bali and PLNGG as a follow-up to the cooperation agreement between the Bali Provincial Government and PT. PLN (Persero), which was jointly signed in 2019, aims to Strengthen the Electricity System with the Utilization of Clean Energy in Bali Province.

 

This goal, according to the Governor, is in line with the Vision of the Bali Provincial Government, namely "Nangun Sat Kerthi Loka Bali" through the Universal Development Plan towards a New Era of Bali which is carried out through 22 missions, particularly the 21st mission, namely Developing Balinese Krama Life System, Organizing the Territory and the Environment. Clean, Green and Beautiful with the 2nd Goal is the realization of a clean, green and beautiful living area and environment which is carried out to create a Clean, Green and Beautiful Island of Bali.

"Bali does not have natural and mineral resources for electricity generation, but our strong desire is in line with national energy and electricity regulations, namely to keep Bali's nature clean from source / upstream to downstream as well as our efforts to encourage the active role of owned enterprises. Regional / Perusda Bali and local business entities in infrastructure preparation, logistics for power plants, especially those made from clean energy, namely natural gas. So that not only the benefits (benefits) obtained by the region but also profit, as an alternative in increasing local revenue (PAD) from the energy sector, "Koster said. 

 

He conveyed that during this pandemic, the peak load of Bali's electricity had decreased significantly from 900 MW to 600 MW, but the availability of electricity in Bali would certainly experience a rebound in the next 1-2 years. So that the capacity and electrical capacity of Bali must be well prepared and steady. Now is the time that feels right to prepare Balinese electricity.

 

For this reason, he hopes that the signing of this MoU will be the first step for the Bali Provincial Government through a business entity (PT. Dewata Energi Bersih) in collaboration with PT. PLN Gas and Geothermal in preparing the gas terminal infrastructure and logistics to supply power plants in Bali.

 

Meanwhile, the President Director of PT PLN (Persero) Zulkifli Zaini said that he referred to the vision of Nangun Sat Kerthi Loka Bali, which maintains the sanctity and harmony of Bali's nature and its contents, where the development of energy infrastructure must be environmentally friendly and raise the values ​​of local wisdom.

 

Therefore, he continued, PLN in electricity services in Bali prioritizes the use of clean energy, one of which is Gas-fired Power Plants. In addition to optimizing the existing PLTDG Pesanggaran 200 MW capacity, PLN also plans to relocate PLTG / GU to the Pesanggaran location with a capacity of 300 MW as an effort to meet the load needs in Bali in the future, and strengthen the Bali electricity system to make Bali Energy Independent Clean.

 

To maintain the reliability of the Bali electricity system, PLN will also realize the integration of the Java-Bali electric power system as the largest electricity interconnection system in Indonesia.

 

For fuel supply, the Gas Power Plant in Pesanggaran will utilize natural gas, either in liquid form (Liquified Natural Gas / LNG). Currently, PLN has a long-term contract with LNG producer BP Tangguh.

 

The main challenge faced in the supply of natural gas is the limited availability of gas infrastructure, especially infrastructure related to the LNG terminal including LNG transportation and other supporting facilities.

 

Therefore, according to him, the memorandum of understanding on the feasibility study of the LNG business development carried out is of course the beginning of the plan for the Cooperation for Receiving Terminal Infrastructure Development and the Regasification of Liquefied Natural Gas (LNG) in Bali Province between PT PLN GG and PT Dewata Energi Bersih to exploit business potential. development of LNG Receiving Terminals and Regasification in Bali and other derivative businesses in Bali Province.

 

It is expected that if the feasibility study is declared feasible, the parties will continue to discuss the concept of cooperation by pouring it into a definitive agreement document which in its implementation must still adhere to the principles of good corporate governance. (Gix)
