Governor Koster: Stop Reclamation in Benoa Port Area

The Governor Bali  Wayan Koster asked PT Pelabuhan Indonesia (Pelindo) III to immediately stop reclamation in an area of ​​85 hectares around the Benoa Harbor. This cessation is due to the dredging of the sea area which has caused the destruction of the mangrove ecosystem covering an area of ​​17 hectares and triggered a number of violations.

The request was conveyed by Governor Koster in an official letter to the President Director of Pelindo III, which was also passed to the Minister of SOEs, the Minister of Environment and Forestry, the Minister of Transportation, and the Minister of Agrarian Affairs and Spatial Planning.

In point (a) the letter Governor Koster asked Pelindo III not to continue the reclamation and development activities in the Dumping I and Dumping II areas since the letter was received.

Furthermore, in item (b) Pelindo III is requested to immediately recover from damage to the environment and mangrove ecosystems. In point (c) Governor Koster requests that Pelindo III immediately arrange the Dumping I and Dumping II areas so that the area is well ordered.

In point (c), Governor Koster also emphasized that after the area has been arranged, it should only be used as Green Open Space (RTH). This affirmation will certainly bury Pelindo III's initial plans to build a variety of port support facilities and commercial facilities on the landfill. Originally, a portion of the backfill area will also be used for the development of the Marine Tourism Hub for the city of Denpasar.

Whereas in the last point (d) Governor Koster asked Pelindo III to conduct a review of the Benoa Port Development Master Plan (RIP) in order to pay attention to the order in accordance with Nangun Sat Kerthi Loka's Bali vision.

The issuance of this letter was triggered by the discovery of a number of violations in land loss and environmental damage caused by these violations.

Based on existing documents, the reclamation carried out by Pelindo III over 85 hectares of land consisting of 38 hectares of Dumping I location and 47 hectares of Dumping II has been carried out through administrative processes starting in 2012, implementing development activities starting in 2017, and in currently underway with 88.81% progress.

"The environmental impact that occurred in the form of environmental damage is very severe and resulted in the death of mangrove forest vegetation along with other ecosystems covering an area of ​​+17 Ha located in the Northeast location of Dumping II. This condition occurs because there is a violation of technical work that is not the construction of a retaining embankment / revetment and not installing a Silt Screen in accordance with the Environmental Management Plan (RKL) on the AMDAL document, " Governor Koster explained.

In addition, expanding development activities have led to disruption of the purified area and loss of natural beauty in the waters of the Benoa Bay, so that it has received protests and reactions from various components of the community.

These violations and damage to mangrove vegetation were discovered by the Monitoring Team from the Bali Provincial Environment Office.

"Since February 2019, the Monitoring Team has conducted four field visits and found a number of violations and environmental damage. We have reported this finding to Mr. Governor, "Head of the Bali Provincial Environment Agency, I Made Teja revealed.

Governor Koster reminded that the Bali Regional Development Vision is "NANGUN SAT KERTHI LOKA BALI" Through the Pattern of Universe Development Planned Towards a New Era of Bali, which implies "Maintaining the Purity and Harmony of Bali's Nature and Its Contents, To Achieve the Prosperous and Happy Bali Krama Life, Sakala -Niskala, realized by structuring fundamentally and comprehensively the development of Bali which includes three main aspects: Nature, Krama, and Balinese Culture.

"In line with this vision, the Bali Provincial DPRD has endorsed the revised (local regulation ) PERDA No. 16 of 2009 concerning the Bali RTRWP which has confirmed that the Benoa Bay is a Conservation Area," Koster said.

Therefore, Governor Koster stated that the implementation of the Benoa Port Area Development activities as a Marine Tourism Hub in the City of Denpasar was not in accordance with the Vision of Bali Regional Development; Nangun Sat Kerthi Loka Bali.

"It must be understood that all impacts resulting from the implementation of development in the territory of the Province of Bali which disturb the balance and sanctity of Nature, Krama, and Culture of Bali are ultimately the responsibility of the Provincial Governments, Regencies / Cities in Bali," he concluded.
