Assembly at provincial of Bali, Agrees with Draft Regional Regulation by Governor Koster

Assembly at provincial of Bali, stated that they agreed and appreciated some of the Draft Regional Regulations proposed  by Governor Bali  Wayan Koster. This was conveyed during the 3rd Plenary Session of the  assembly at provincial of Bali related to the Faction's General View of a number of draft regional regulation in the Main Meeting Room  Assembly Provincial of Bali Office in Denpasar, Wednesday (6 November 2019).

The general views of the factions conveyed that afternoon included the  income and expenditure budget (APBD )Semesta  for the 2020 . The Budget Year Planning, the Regional Regulation on the Bali Branding Culture-Based Industrial Development Plan 2019-2039, the Regional Regulation on the Implementation of Legal Aid, and the Regional Regulation on Increasing the Regional Capital Inclusion to PT Bank Pembangunan Daerah Bali and PT Bali Regional Credit Guarantee Corporation.

At the event which was also attended by the Regional Secretary of the Bali Province Dewa Made Indra and top officials within the Bali Provincial Government, most of the factions agreed to agree with the 2020  income and expenditure budget  (APBD) posture that had been designed by the government.

The PDIP faction in general view which was read by Tjokorda Gede Agung SSos stated, related to revenue instruments in the changes to the APBD, especially Regional Original Revenue (PAD), all factions greatly appreciated the steps and strategies of the Governor of Bali carried out in order to increase the regional income of Bali. The 2020 RAPBD ( income and expenditure design) of Rp 6,605 trillion, including DAK (special location funds) , is considered proportional to the regional expenditure of Rp 7.1 trillion.

While the Democratic Faction read by I Komang Nova Sewi Putra SE asked the government to pay attention to the 2020 PAD , which fell Rp 310 million from the PAD Amendment to the 2019 APBD, from Rp 3,762.78 to Rp 3,762.447. "We, the Democratic Party Faction, recommend that the Governor try to increase PAD posts such as: PBBKB, Certain Licensing Levies, Management Results of Separated Regional Wealth or other valid PAD, so that the 2020 RAPBD posture is at least the same as the 2019 APBD Amendment, "He said.

A similar sentiment was also conveyed by the PDIP Faction who expected the need to optimize the development of revenue potential derived from the management of separated regional assets, as well as the potential of regional assets and other sources of income.

While regarding the increase in the Balancing Fund and Other Regional Revenues, the DPRD strongly supports the policy of the Governor of Koster, which uses DAK for the purpose of financing excellent programs.

The Bali Governor's financial policy which received appreciation from the DPRD was an increase in budget posts for priority activities, such as in education by 29.97%, health by 11.85% as well as other fields such as food, infrastructure, as well as tourism and culture. DPRD hopes that by increasing the budget it will make it easier to achieve the vision and mission of Nangun Sat Kerthi Loka Bali.

While the Nasdem-Hanura-PSI Faction as read by Grace Anastasia Surya Widjaja stressed the importance of the government for new or innovative breakthroughs to support regional self-reliance efforts, such as managing regional assets, managing regional wealth, especially land and other sources of income as well as capital investment in regional companies, to boost regional income.

Regarding the Draft Regional Regulation on the Development Plan of the Bali Branding Culture-Based Industry in 2019-2039 received appreciation and full support from the factions. Because this is a serious step in realizing development acceleration in order to increase economic growth and regional income. "These innovative steps, ideas and ideas need to get a place that will have a significant impact on the welfare, justice and prosperity of the Balinese people," Grace Anastasia said.

The same thing was also conveyed by the Golkar Faction, while emphasizing that if the development of this industry really should be enjoyed by the people of Bali. To support the draft regulation, the PDIP faction also saw the need for creative and innovative development and empowerment of industrial development in Bali.

Another thing that was the focus of the meeting was the Regional Regulation on the Implementation of Legal Assistance and Regional Credit Guarantee in Bali Province. All factions in the DPRD agreed to state the importance of the draft regulation. Because the needs of the community in obtaining legal certainty and the right to legal protection must be upheld.

"Steps rather than providing legal assistance to the community is one way to realize justice by providing protection for the community so that their rights are fulfilled or called access to law and justice for the poor," I Wayan Rawan Atmaja explained  from the Golkar Faction.

A similar sentiment was also issued for the Regional Regulation on the Addition of Regional Capital Inclusion to PT Bali Regional Development Bank and PT Bali Provincial Credit Guarantee. According to the DPRD, by adding capital investment to PT BPD Bali by Rp 225 billion, the Bali Provincial Government will become the first shareholder of 51% with a value of Rp 839,912 billion.

"The addition is in accordance with applicable rules and regulations," Dewa Made Mahayadnya said  from the PDIP Faction, while adding, as well as an additional capital of around Rp 10 billion in PT Bali Regional Credit Guarantee Corporation. (Balitopnews.com/MD/Hms)
