Effective Prevention and Management of COVID-19, Governor of Bali Instructs Indigenous Village-Based Data Collection

DENPASAR, Balitopnews.com - Bali Governor Wayan Koster has again taken a strategic step in preventing and managing COVID-19 in Bali Province. Guided by the latest data development which shows that the positive cases of COVID-19 in the Bali region are dominated by imported cases, which is 78.15 percent, Governor Koster makes effective the data collection of Indonesian Migrant Workers / Ship Men (PMI / ABK) and manners in traditional villages. The PMI / ABK data collection and customary village-based manners are contained in the Bali Governor's Instruction No. 412.2 / 2018 / PPDA / PMA on the Data Collection of Indonesian Migrant Workers / Ship Men and Manners in traditional villages in the prevention and handling of COVID-19 in Bali.

 

As for the consideration for the issuance of this instruction is the spread of COVID-19 which is increasing and expanding so that it must be watched out and anticipated by collecting data on PMI / ABK as well as manners from other Provinces outside Bali which are in the territory / authority of the Customary Village. This data collection is intended to map the potential distribution of COVID-19 so that it is more quickly handled.

 

The Governor's instructions are addressed to the Mayor and Regent of Bali and the Customary Bandesa or other designation in the universe of Bali. Instruction consists of seven points, firstly, to collect data on PMI / ABK which is Krama Bali, coming from abroad from February 1, 2020 to April 13, 2020, which is under the authority of the Desa Adat. Still in the first point of instruction, the data collection was also carried out on the manners (traditional village manners, tamiu manners and tamiu) coming from other provinces outside Bali in the authority of the customary village. 

 

Next on the second point, the governor instructed the customary village to assign the Mutual Assistance Task Force to collect data. Third, the Customary Bandesa or other designation assigned the Customary Banjar Prajuru or other designation in the authority of the Customary Village to facilitate / assist the Mutual Assistance Task Force so that the data collection went smoothly and successfully. Continuing on the fourth point, the Mayor and Regent of Bali were instructed to assign the Perbekel / Lurah to work together with the Customary Bandesa or other designations in carrying out the data collection. Fifth, Customary Bandesa or other designations and Perbekel / Lurah in order to facilitate / assist the Mutual Assistance Task Force in carrying out data collection. The sixth point contains the procedure for data collection. Data is inputted online through the website address https://hmc.baliprov.go.id/internal/pmi. However, for Indigenous Villages that have difficulty accessing the internet, data collection can be done by filling out the data collection forms listed in Appendix I and Attachment II of this Governor's Instruction. The Customary Villages that have completed data collection in order to send the data to the Office of the Promotion of Indigenous Peoples of the Province of Bali no later than April 30, 2020. Seventh, the data collection was carried out from April 27 to 29, 2020 independently by mutual assistance for humanitarian work


 

This Governor's Instruction was issued referring to several legal umbrella, namely Government Regulation Number 21 Year 2020 concerning Large-Scale Social Restrictions (PSBB) in the framework of Accelerating Handling of Corona Virus Disease 2019 (COVID-19), Presidential Decree Number 11 of 2020 concerning Determination of Community Health Emergency COVID -19, Declaration of Chief of Police of the Republic of Indonesia Number: Mak / 2/1/2020 dated March 19, 2020 Regarding Compliance with Government Policies in Handling Corona Virus Spread (COVID-19), Bali Governor Decree Number 270/04-G / HK / 2020 concerning Determination of Emergency Status of Disaster Response from Corona Virus 19 in Bali Province and Joint Decree of the Governor of Bali and Bali Provincial Customary Assembly Number 472/1571 / PPDA / DPMA and Number 05 / SK / MDA-Prow Beli / m / 2020 dated 28 March 2020 concerning Task Force (SATGAS) ROYONG COTTAGE Prevention of COVID-19 Based on Customary Villages in Bali.

 

Contacted by telephone, Sunday morning (4/26), Head of the Adat Village Advancement Service I Gusti Agung Ketut Kartika Jaya Seputra, SH.MH said the Governor's Instruction was one of the Bali Governor's strategic policies in the effort to deal with Vovid-19. "The PMA Service together with the MDA of the Province of Bali will follow up the Instruction to encourage the Customary Bandesa and the mutual assistance task force throughout Bali to immediately record the PMI and ABK and Krama from other Provinces outside Bali in the authority of customary villages".

 

Furthermore, Kartika Jaya Seputra explained that the data collected would later be used as a basis in determining policies by the Governor of Bali in an effort to prevent the spread of covid-19 transmission. "The PMA Service along with the Customary Village Councils in the Provinces, Regencies / Cities and Sub-districts of Bali will immediately complete this data collection so that the next step can be immediately taken," he said as he appealed to the Customary Bandes and Village Heads throughout Bali to assist the data collection process.
