Governor of Bali Wayan Koster Conveys the Draft Regulation on the Bali Provincial Energy General Plan for 2020-2050

DENPASAR, Balitopnews.com. The existing electricity condition in Bali in 2019 has an installed capacity of all power plants in Bali of 1,440.85 MW. While the generated power is 927.20 MW, while the highest peak load is 920 MW, so when compared to the power capacity, the electricity reserve in Bali is only 0.77% and this is a very critical condition considering the minimum safe reserves of 30% of peak load.

 

In addition to utilizing energy for electricity generation, energy is also used in other sectors, especially in the transportation, commercial, industrial, household and other sectors, especially those that support tourism. Against this background, the Provincial Government of Bali submitted a draft regulation on the Bali Provincial Energy General Plan for 2020-2050 (RUED-P), so that in the future Bali Mandiri Energy could be realized.

 

This was conveyed by the Governor of Bali Wayan Koster in the 6th Plenary Session for the Second Session Period II of the 2020 Session Year, at the Bali Provincial Parliament Building, Monday, June 29, 2020.

 

"I think it is time that we don't depend on other regions anymore, we must be independent in clean energy. For that, this is indeed very urgent and we need to design in a planned manner so that we can also anticipate challenges in the future. So I ask for cooperation from the members of the council to immediately conduct a discussion of this Draft Regional Regulation, which we can then submit to the center, "Governor Koster said.

 

Regarding the Draft Regional Regulation on the Provincial Energy General Plan for 2020-2050 (RUED-P) which was one of the topics discussed in the afternoon session, Governor Koster said that the Draft Regulation was mandated by Article 18 of Law Number 30 Year 2007 concerning Energy and Article 16 paragraph (5) of Presidential Regulation Number 1 of 2004 concerning Guidelines for the Preparation of the National Energy General Plan. RUED-P is a Bali energy planning document 2020-2050 which regulates the implementation and management of Clean Energy in Bali. RUED-P aims to maintain the sanctity and harmony of Bali's nature in accordance with the vision of "Nangun Sat Kerthi Loka Bali" in realizing a clean, green and beautiful Bali Island by building an environmentally friendly clean energy system imbued with the philosophy of Tri Hita Karana sourced from values -the value of Sad Kerthi's local wisdom in a single territory, one island, one pattern, and one governance.

 

RUED-P includes at least: Energy issues and problems; Current regional energy conditions; Regional energy conditions in the future; Regional energy policies and strategies; Regional clean energy development programs and activities and regional energy Institutions. The governor from the Buleleng River also emphasized that the draft regulation was a legal product containing regional energy planning documents, the first time in Indonesia that was made by prioritizing the use of Clean Energy aimed at making Bali energy independent, sustainable and equitable while continuing to support national goals in stages and certainly to increase the renewable energy mix, which is currently only 0.4% will increase to 11.15% in 2025 and to 20.10% in 2050.

 

"Certainly on the journey later, it will also be adapted to the development of science and technology for the use of EBT and also involve the participation of the community and adat, so it is very important that we together, between the executive and legislative body to oversee and follow up on the draft local regulations so that they can be used as a reference in developing Clean Energy in Bali going forward, "he said.

 

The plenary meeting also contained a discussion related to the Bali Provincial Draft Regional Regulation on Responsibility for the Implementation of the Bali Province Regional Revenue and Expenditure Budget 2019. (gix)
