Not only struggling in regulations by issuing Perda No. 4 of 2019 concerning Traditional Villages, and giving birth to Governor Regulation 34/2019 concerning Balinese Traditional Village Financial Management, then in the history of Government in Bali Province, Governor Koster succeeded in forming a Regional Apparatus Organization (OPD) called the Progress Service. Custom Society.

However, in the midst of the Covid-19 Pandemic, the Chairperson of the Bali Province PDI Perjuangan DPD (Governor of Bali, Wayan Koster, red) also determined that in 2020 he would create 7 Customary Village Assembly (MDA) Offices spread across districts / cities in Bali, such as in Gianyar, Jembrana, Karangasem, Bangli, Buleleng, Tabanan, and Denpasar City Regencies. Then continued in 2021 in Badung and Klungkung Regencies.

The development program that has been running is that, for the first time, Governor Wayan Koster has laid the groundwork for 'Nasarin' in Gianyar Regency on Tuesday, August 18, 2020 using the Gianyar Regency APBD fund of Rp. 3.4 billion, in Jembrana Regency on Thursday, August 20, 2020 using CSR funds of Rp. More than 3 billion, and most recently the Governor of Bali from Sembiran Village, Buleleng, together with Bendesa Agung MDA Bali Province, Ida Penglingsir Agung Putra Sukahet conducted a Nasarin procession at the Karangasem Regency MDA Office on, Sunday, Redite, Umanis, Warigadean August 23, 2020  with utilize CSR assistance in the amount of Rp. 3 billion more.

The realization of the development process of the Karangasem Regency MDA Office cannot be separated from the results of the aspirations conveyed by Bendesa Madya MDA Karangasem, I Wayan Artha Dipa and the Chairperson of the Karangasem Regency DPRD, I Gede Dana to the Governor of Bali, Wayan Koster so that the existence of the Traditional Village in Karangasem Regency is getting stronger and has a comfortable place in providing services to Adat manners in the district which is famous for the production of this Arak drink. Considering that Karangasem Regency in realizing development really needs assistance from the Bali Provincial Budget, to a helping hand from the Central Government.

"We would like to express our happiness and gratitude to the Governor of Bali, Wayan Koster who has fought for the Karangasem Regency MDA Office and will stand proudly on the land of the Bali Provincial Government's assets covering an area of 7.8 acres using CSR assistance of more than Rp. 3 billion, complete with building styles. Two-story Balinese architecture, "said Bendesa Madya MDA Karangasem, I Wayan Artha Dipa when giving his speech.

Furthermore, Wayan Artha Dipa realized that without the help of Governor Koster, the MDA office on Bumi Gunung Agung (Karangasem, ed) would not be successful. So that the current Governor Wayan Koster is recorded as the Governor of Bali who made the history of the Traditional Village, because he is good at making regulations, to fight for the Adat Village budget with the network he has at the national level.

"Governor Koster is the only one who made history for the advancement of Traditional Villages, and it is not easy to carry out this struggle. So once again we are grateful that the Karangasem MDA Office has been built, considering that Karangasem Regency is still very backward in terms of development, because the poverty rate is the highest, the blindness rate. The letter is the highest, Karangasem also has the lowest average length of schooling, which is only 5.8 years. So that on this good opportunity, we are constantly asking for the support of the Governor of Bali to help development in Karangasem Regency, "he said.

Hearing this, the Governor of Bali, Wayan Koster who was accompanied by the Bali Regional Secretary, Dewa Made Indra, the Head of the Head of the Bali Province Indigenous Community Advancement, I Gusti Agung Ketut Kartika Jaya Seputra stated that the construction of the MDA Office was the implementation of the five priority areas in the Planned Universal Development Pattern Towards Bali New Era  in the vision "Nangun Sat Kerthi Loka Bali," one of which is in the fields of custom, religion, tradition, art and culture. Apart from food, clothing and shelter, health and education, social security and employment, to tourism.

"The construction of the MDA office in Karangasem is the third we will carry out in August 2020, and next week we will carry out the fourth construction in Bangli, the fifth in Denpasar, the sixth in Tabanan, and the seventh in Buleleng. Astungkara we can run this program more than the planned target, "said the governor who graduated from ITB while stating that in line with this, in September we will also inaugurate the Bali Province MDA Office.

The reason why this former national Hindu Youth activist (Peradah, red) strengthens the existence of the Traditional Village which is the legacy of Ida Bhatara Mpu Kuturan, because Wayan Koster considers that we as the next generation must have a real responsibility to pass on a traditional village that has been proven to preserve culture. Bali with extraordinary values, and being the pride of all of us, so that it can exist as it is today.

"This was my dream before becoming the Governor of Bali, at that time I visited the Traditional Village Office in Bali Province who was at the Cultural Service. At that time, I saw that our Traditional Village Office did not have adequate space, then Bendesa Adat when dealing with the government. , they have to meet with the same class as the Head of Section (Kasi), so there is a feeling that I want to realize the authority of the Traditional Village by establishing an MDA office that is strong, has strong regulations, so that it has the Indigenous Community Advancement Service which is focused on serving Traditional Villages in Bali, " he concluded with an enthusiastic tone.(Gix)
