Again, The Bali Provincial Government Achieved a Very Good  Predicate in the 2023 SPBE Evaluation

DENPASAR, Balitopnews.com - The Bali Provincial Government has again achieved the title "Very Good" in the evaluation of the implementation of the Electronic Based Government System (SPBE) in 2023. The SPBE Index for the Bali Provincial Government has also experienced a significant increase, jumping from 3.68 in 2021 to 4 .07 on a scale of 5.0 points, the highest in 2023.

This determination was announced through the Decree of the Minister for Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 13 of 2024, which was announced on Friday, January 12, 2024.

This achievement was also followed by three other Regional Governments in Bali, which also achieved achievements with the title "Very Good," namely the Denpasar City Government (SPBE Index 3.80), the Tabanan Regency Government (SPBE Index 3.77) and the Badung Regency Government ( SPBE Index 3.66). Meanwhile, the Buleleng Government (SPBE Index 3.45), the Jembrana and Gianyar Regency Governments (SPBE Index 3.14), and the Klungkung Regency Government (SPBE Index 3.02) achieved the title "Good." The Bangli Regency Government (SPBE Index 2.48) and Karangasem Regency (SPBE Index 2.30) received the title "Sufficient." "A high SPBE index is an important indicator of clean, effective, transparent and accountable government governance. "This index is also closely related to improving the quality of public services through the implementation of an electronic-based government system,"  Bali Province Regional Secretary Dewa Made Indra said in a press release in Denpasar, Sunday ( January 14, 2024)

This evaluation covers four main domains, namely Policy, Governance, Management and Services, which consists of eight aspects and 47 assessment indicators. The eight aspects referred to include SPBE Governance Policy and Strategic Planning, ICT Governance and SPBE Organizers, SPBE Implementation Management and ICT Audits as well as the level of implementation of Government Administration Services and Electronic-Based Public Services.

"This success reflects close collaboration between agencies in the Bali Provincial Government, as well as ongoing monitoring and evaluation," He said.  Not only that, the Bali Provincial Government has succeeded in integrating services with various entities, including Central Government Services, such as One Data Indonesia, the Regional Development Information System (SIPD), and the People's Online Aspiration and Complaints Service (LAPOR!). Apart from that, personnel services that are integrated with the ASN digital management platform (SI ASN) are also part of this achievement. Bali also collaborates with the National Data Center (PDN) to maximize the use of existing infrastructure and services. The implementation of Single Sign-On (SSO) Services in the Bali Provincial Government is also recognized as best practice, and has even become a reference for several Regional Governments in Indonesia. Currently, there are 57 digital services integrated into SSO, with more than 33 thousand registered users, including the Bali Provincial Government, Regional Governments in Regency/City in Bali, 1,500 Traditional Villages in Bali, a number of health facilities in Bali, as well as several Central/Vertical Agencies in Bali. This application has attracted the attention of a number of other agencies in Indonesia to carry out replica studies in Bali. Among them is the West Java Provincial Government which is interested in implementing the Government Service Liaison System (SPLP) and the SSO Service mechanism in Bali to be implemented in their region. The process includes socialization, self-assessment, interview assessment, and selective visitation assessment. The independent assessment was carried out with high intensity involving all Regional Apparatus units in the Bali Provincial Government. Furthermore, the interview assessment was carried out online on September 26 2023, led directly by the Bali Province Regional Secretary, Dewa Made Indra, at the SPBE Room of the Bali Province Communication, Informatics and Statistics Service with the participation of all Regional Government Apparatus of the Bali Province. Regional Secretary Dewa Indra said that the achievement with an SPBE Index of 4.07 was not only an appreciation, but also a challenge for all Regional Apparatus Units in the Bali Provincial Government and other Regional Governments.

"The government continues to strive to improve the quality of public services through improved policies, more efficient governance, quality SPBE management, and continuous monitoring and evaluation. "In this way, it is hoped that the SPBE Index will become an important tool in maintaining clean, effective, transparent and accountable government governance for all Central Agencies and Regional Governments in Indonesia," he concluded.
