Dewa Indra Encourages Optimization of Credit Distribution for the Agricultural Sector

DENPASAR, Balitopnews.com - Bali Province Regional Secretary Dewa Made Indra who is also the Coordinator of the Regional Financial Access Acceleration Team (TPAKD) is encouraging the optimization of credit utilization for the agricultural sector. According to him, this is very important because the agricultural sector is a fairly large contributor to the GDP figures for the Bali Regional economy. He stated this in his speech when attending the BPD Bali People's Business Credit (KUR) Distribution Coordination Meeting which took place at the Prama Sanur Beach Ballroom, Saturday (March 16,2024).

So far, Dewa Indra said, the government through banking institutions has launched various credit platforms intended for MSME players, including farmers. "The national program that has had KUR for quite a long time and which we should appreciate is that BPD Bali has succeeded in becoming the second best in this credit distribution," he said. Apart from that, there is also farming credit which is purely launched by BPD Bali, namely Agricultural Priority Sector Credit/Financing (KPSP). Next, most recently, this bank also supports the Indonesian Ministry of Agriculture's program by distributing business loans for agricultural machinery (alsintan). Regarding the wide access to capital opened for MSMEs and farmers, Dewa Indra expressed his appreciation and thanks to related institutions such as Bank Indonesia, the Financial Services Authority and BPD Bali. However, he believes that the many credit services offered by financial institutions have not been utilized optimally by farmers. In fact, ideally, if more banking access is opened, it will make it easier for farmers to obtain capital to support their businesses.

He added that the use of credit is not yet optimal due to a lack of literacy so that many farmers do not know about the credit programs intended for them. Based on these obstacles, he invited the district/city government through the OPD to intensify literacy and education for farmers. "Farmers are not literate enough, it is our duty to help them to be able to take advantage of financial access from financial institutions," he said.

He asked the OPD which manages the agricultural sector and cooperatives to actively provide outreach and facilitate farmers in their respective regions. "We need to provide clear literacy and understanding. If no one provides an explanation, farmers will not necessarily know about credit programs such as machine tools," he said. Still in his direction, he touched on the importance of the government's commitment to strengthening the agricultural sector. "The government's support for agriculture is very important because 14 percent of Bali's GRDP is contributed by this sector," he said.

Data he obtained from the Managing Director of BPD Bali stated that credit disbursed to the agricultural sector had only reached 10 percent. This means, according to Dewa Indra, there are still many farmers who have not had access to capital from the many credit programs launched by banking institutions. "It could be that there are still farmers who use loan sharks to gain access to capital. This should concern us all. Moreover, all regional heads have made agriculture a priority sector in their vision and mission. I hope this is not just rhetoric," he explained.

Meanwhile, the Main Director of BPD Bali I Nyoman Sudharma in his speech emphasized his commitment to strengthening the MSME and agricultural sectors. This commitment is demonstrated by the success of the financial institution he leads in distributing KUR. Until February 2024, BPD Bali succeeded in distributing 49 percent of KUR to MSMEs. "This has exceeded the target of at least 30 percent. So we get GWM incentives from BI," he said. For your information, the GWM (Minimum Statutory Reserve) incentive is given to banks that distribute credit to priority sectors that have not yet recovered, KUR and green credit.
Appreciation for BPD Bali's commitment to distributing KUR and credit to business concerns was also conveyed by the Director of Supervision of Financial Services Institutions at OJK Regional 8 Bali, Nusra Ananda R Mooy. He noted that currently the Bali Regional financial services industry is maintained stable and solid. "This picture will increase public confidence in the Bali regional economy," he concluded. The coordination meeting was also filled with the launch of the Alsintan credit program and the provision of material by a number of resource persons.
