In Samuhan Tiga, Koster Will Sign the Inscription for Enforcement of Customary Village Regulation

The Governor of Bali, Wayan Koster, assessed that the existence of traditional villages is vital for the continuity of religious, social and cultural aspects in Bali.

As a real step for top priority, Governor Koster has strengthened the existence of traditional villages through a legal regulation contained in Regional Regulations (Perda) No. 4 of 2019 concerning Customary Villages in Bali.

The enactment of this Customary Village Regional Regulation,  itself was marked by the signing of the inscription on Samuhan Tiga Temple, Bedulu Village, Blahbatuh District, Gianyar Regency,  on Tuesday (June 4, 2019). This historic momentum will be attended by all regents / mayors throughout Bali,

Hindu priest, and stakeholders, Parisada, Main Assembly, Majelis Mayda dan Alit Desa Pakraman, indigenous bandesa, village head / perbekel, lurah, and community leaders and representatives.

According to Governor Koster, this Regional Regulation broadly regulates fundamentally and comprehensively about various aspects relating to traditional villages in Bali to strengthen the position, authority and role of traditional villages.

"This is a concrete implementation of the vision of 'Nangun Sat Kerthi Loka Bali through the Pattern of Planning for the Universe towards a New Era,"  Koster  said on Sunday (June 2, 2019)  in Denpasar

The man who is also the Chairman of the DPD  PDI Perjuangan Bali then gave an example, through this regulation, traditional villages have autonomy which has the authority to regulate and manage their regions according to the aspirations and interests of their communities as long as they do not conflict with national law and public interests.

"Of course, with notes, institutions, assemblies and each device must have a thorough understanding of their authority,"  Koster explained.

Likewise with the management of the budget, the institutions sheltered, the assets of the village, to the classification of people , all are more emphasized and clarified again.

"So the management is clearer," said Koster.

To optimize the implementation of this regulation, Koster will establish cooperation and synergy, between the Provincial Government, the main assembly and the joint with universities so that all relevant parties have the same perception and understanding.

"It is also supported by intense socialization, so that I am optimistic that the application of this Regional Regulation will have a large and comprehensive impact on indigenous, social, cultural and religious life in Bali. " Koster concluded.

Substantially, Perda Number 4 Year 2019 concerning Customary Villages in Bali does not refer to Law 6/2014 concerning Villages, but refers to Law 23/2014 concerning Regional Government, Article 236 paragraph (4), which states that Regional Regulations can load material local content in accordance with statutory provisions.

Therefore, the understanding of Customary Village in Perda Number 4 Year 2019 concerning Customary Villages in Bali is specifically, different from the definition of Traditional Village in Law 6/2014 concerning Villages.

Due to referring to Law 23/2014 on Regional Government, Customary Villages in this Regional Regulation have territory, origin rights, traditional rights, original arrangements, and original autonomy to regulate and manage their own households.

Through this regulation, for the first time Adat Village was officially and explicitly recognized as a legal subject with clear and firm legal standing. (Balitopnews.com/Amo Bali )
