Regional Secretary Dewa Indra Expects the FGD Committee IV DPD RI to Make a Positive Contribution to Bali regarding the Implementation of the Regional Transfer Budget

BADUNG, Balitopnews.com - As a legislative institution, the DPD RI has a strategic role in legislative, supervisory and budgeting functions which are carried out within the framework of the representation function. One of the functions of the DPD RI is to supervise the implementation of laws, including the implementation of the State Revenue and Expenditure Budget (APBN). This Forum Group Discussion (FGD) aims to collect detailed data and information regarding the issue of Transfers to Regions (TKD) in 2024 as well as issues related to the 2025 APBN Bill.
The Bali Provincial Government encourages all parties present to clearly convey data, conditions and real problems related to Transfer Allocations in Bali Province in 2024, as well as issues related to the 2025 APBN Bill. DPD RI is expected to be able to absorb and photograph the real conditions in Bali Province to formulate and preparing considerations for the 2025 TA APBN Draft Law.
This was conveyed by the Bali Province Regional Secretary Dewa Made Indra when attending and being a resource person in the Focus Group Discussion of Committee IV DPD RI, at the Le Meridien Hotel, Jimbaran - Badung, on Monday (August 26, 2024 )
Furthermore, Regional Secretary Dewa Indra said that the Bali Provincial Government is very grateful to the central government for allocating funding to the regions through the Transfer to Regions Budget (TKD), which really supports program implementation amidst limited funding capacity in the regions. However, in its implementation, there are several obstacles that occur in the field, one of which is the lack of careful planning process, so that delays often occur. Apart from that, there are also delays in the preparation of technical instructions by each ministry, and there are frequent changes in nomenclature and codification, which results in mid-stream adjustments (shifts), which have an impact on the speed of realization. Dewa Indra hopes that, in this FGD, representatives of the districts present, namely Gianyar, Badung and Karangasem, can convey existing problems so that DPD RI can absorb the aspirations that occur in the field. Meanwhile, the Coordinator of the Working Visit Team of Committee IV DPD RI, Made Mangku Pastika, said that in general the economic conditions in Bali after COVID-19 tend to be positive, with the inflation rate still well maintained. However, with the increasing tourism trend, several problems such as traffic jams, illegal trade by a number of foreigners in Bali, and other regional problems are starting to emerge. Therefore, the central government continues to budget TKD to help regional fiscal conditions. However, the question that arises is whether the budget is on target, and what obstacles are occurring in the field so that they can be accommodated for discussion with the DPR RI. "I hope that all of us here can have a good discussion regarding what happened and what the obstacles are, so that we can find a solution together," he said.
Present on this occasion and at the same time opening the FGD were the Chair of Committee IV DPD RI, Amang Syahfrudin, as well as two other speakers, namely the Head of the Regional Office of the Directorate General of Treasury of Bali Province, Muhamad Mufti Arkan, Udayana University Academician, I Nyoman Mahendra Yasa, as well as members of Commission IV DPD RI and other related invitations.
