The Governor of Bali Wayan Koster Revokes Business Licenses If Entrepreneurs Violate the Circular Bali Clean Waste Movement

DENPASAR, Balitopnews.com - The waste problem is one of the main programs that will be completed by Bali Governor Wayan Koster in his second term of leadership. He also issued and enforced Circular Letter (SE) Number 9 concerning the Bali Clean Waste Movement starting Sunday, April 6, 2025. This SE emphasizes to all parties to work together to combat waste in Bali, starting from managing Waste Based on Sources and Limiting the Use of Single-Use Plastics. His commitment to resolving the waste problem in Bali is clearly seen from the strict sanctions against all parties who disobey the SE instructions. Business actors in Bali such as hotels, restaurants, shopping centers and cafes, don't try to neglect implementing the SE. Because the strict sanction is that business licenses can be revoked.

"Every business actor such as hotels, shopping centers, restaurants, and cafes are required to form a waste management unit to manage source-based waste and limit the use of single-use plastic,"  Wayan Koster said when reading SE number 9 of 2025 in Jaya Sabha Building, Sunday, April 6, 2025. 

Koster emphasized that business actors/activities do not provide single-use plastic (plastic bags/plastic bags, plastic straws, styrofoam, and plastic packaged products/drinks) in business activities. "Every business actor is required to use environmentally friendly substitute products for single-use plastic," he said. According to Koster, every business actor is required to implement a reuse and refill system in their business activities to limit the use of single-use plastic. Sorting waste from its source into organic categories (garden waste and food waste), inorganic recycling, and residue.

"Prepare temporary storage facilities for sorted waste in the business activity area," said Koster. The regulation also emphasizes that business actors in Bali are required to optimize efforts to process organic waste based on sources (composting, maggots, animal feed, modern teba, or other patterns) in the business activity area and/or can collaborate with the TPS3R management or organic waste processors. Manage inorganic waste as recycled material in collaboration with third parties who collect inorganic materials or waste recyclers. "Use recycled waste products in activities/businesses. Waste transportation to the TPA only transports residual waste," he said. Business actors must also report waste management activities that have been carried out in the environmental management and monitoring report in accordance with the Environmental Approval that has been issued to the Regency/City and Bali Provincial Environmental Agencies. Business actors must implement restrictions on the use of single-use plastics since this Circular was stipulated on April 6, 2025. Meanwhile, they must implement source-based waste management no later than January 1, 2026.

 

The Circular Letter number 9 of 2025 concerning the Bali Clean Waste Movement contains Punishment (sanctions) and Reward (awards). Especially for stubborn business actors, they will be given strict and harsh sanctions according to the SE. Meanwhile, if they succeed in managing waste, business actors will receive many benefits from the Bali Provincial Government. Any business actor who does not implement source-based waste management and restrictions on the use of single-use plastic will be subject to strict action by being subject to sanctions, review and/or revocation of business licenses. Then social sanctions will be made Announcements to the public through various social media platforms that the business actor in question is not environmentally friendly and is not worth visiting. Meanwhile, for the reward, business actors (hotels, shopping centers, restaurants, and cafes) who successfully complete source-based waste management and restrictions on the use of single-use plastic will be given awards as environmentally friendly/green business actors, such as green hotels, green malls, and green restaurants.

Circular Letter (SE) number 9 concerning the Bali Clean Waste movement has been in effect since April 6, 2025 after being read by Governor Koster. At that time, the two-term Governor was accompanied by the Acting Head of the Environmental Service Made Rentin and the Head of the Bali Communication and Information Service Gede Pramana.
